Kelsey Jean Culver of Coos Bay will remain in custody of the Coos County Jail after a motion to deny release was filed by the Coos County District Attorney. DA Paul Frasier confirmed the motion was granted and 31-year-old Culver will be held without bail. She is charged with Second Degree Murder after 41-year-old Kyle Alan Hagquist was allegedly struck by the vehicle Culver was driving in the parking lot of Pony Village Mall. He later died at a hospital from his injuries. A not guilty plea was entered on her behalf by the court last week where security was set at $2-million dollars. She also faces additional charges of Failure to Perform the Duties of a Driver to an Injured Person.
